I.e. when you press Help button on the Properties --> API Versioning panel. New
developers seems to have problem with public package term since it is something
new from the stadnard java packages point of view. So I mean just some short
description why do they need to make package public and why they need a Friend
from time to time.
Maybe it is somewhere else in the Help (I did not found). Then there should be
at least the link.
