---Decription---
Allow to be notified, when part of code / UI in other section change. Example -
we share UI with SE project partialy, but we do not know about all changes which
are made in area where is User Interface changed. We need some way to register
list of classes, which wnen they are changed, developer in group be informed to
be able to review and possibly accomodate entirely changes
