reproducible with 061106_9


stes:
1. create activity diagram
2. add partition
3. add partition column (or row)
4. try to find a way to resize row/column

try the same for operations/attributes compartments for classes, etc

Resizing is not a critical issue.
Workaround: use context menu to resize element to content

workaround doesn't help with partition columns/rows and with Operands in
combined fragment.

Targeted in the drawing area redesign.

REstoring the original priority and using the NB 6.0 waiver process.

Existing 6.5 bug 134185 has been filed for A11Y support

UML support is no longer available in the NetBeans IDE so we are not going to fix this problem. Resolving accordingly.
