You cannot reorder mounted FSs neither by selecting Move Up/Down from popup menu on individual FS nor by selecting Change Order... on the root of FSs node...
Note that Project | Settings | Filesystems Settings seems to work OK.

I've forgot mention this: it throws java.lang.ArrayIndexOutOfBoundsException: null and others, pls, see ide.log
this bug still persist, but now, no-exception is thrown
