currently I can't work with russian language correcly if didn't set locale to
russian when windows support using of several languages at the same time (with
only one locale), and the same for another languages.

I have been using Netbeans 5.5.1 with internationalization for English, Chinese and French. But when I upgraded to 6.0, 
all the Chinese and French are not recognized.
