Original Target Release: 5.5; Suggested Target Milestone : M8

Description:
1. Create project.
2. Add layout panel to project.
3. Set some border for panel.
4. See preview in browser. Panel has same size as in designer pane.
5. Deploy project. Panel has very small size. It should have same size as in
preview.
