reproducible with 070207_9

see openoffice draw as a good example of toolbar behavior, if toolbar doesn't
fit fully in window arrow appears at right and and all missed buttons can be
accessed in menu from this arrow button.

1)in uml if I open netbeans, create project then diagram, to in 1024*768 even in
full screen I have to adjust Projects tab and Palette width to see all toolbar
buttons. in 1280*1024 in startup size toolbar doen't feet in diagram's window
too, I have to maximize nb of resize projects/palette
2) if all buttons aren't fit in window I may not access them and may be even
know they are exists because there is no indication about buttons out of window.

it's not nb bug because even if we use nb toolbar such usege seems inappropriate
in our case because we use much more buttons then in most other nb areas and nb
toolbar just doesn't meet our requirements.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.
