Usability issue.

Steps to reproduce:

- Put a Template Class element on a Class diagram
  Template Parameters compartment  is not editable

  It is because of fixing issue 83794 Template parameter changing renames the
template class name

Diagram area bugs waived for 6.0 will also be waived for 6.1.

This was by design.  Since we are able to modify the template parameters via the property editor this should not be a defect, but an enhancement request.
