Plugin Manager UI-specification doesn't contain how should look New and Edit
dialog. Similarly there is not mentioned what should Test Connection button do
and how will be handled Proxy Settings dialog.

This must be implemented => raising the priority to P1.

The requested information was added to the spec, under the section '2.7.
Settings tab'. I have also renamed the 'New' button to 'Add', just for the sake
of consistency. Changing the status of this issue to 'FIXED'...
