Drag-select entire range of numbers

Insert > Chart , Next, Next, Next, Next, Create

You should have a bar chart.

With the chart still selected, right-click on the Y-axis numbers.
Select Axis > Y Axis > Scale
Uncheck the Automatic on Minimum and change value from 0 to 10.
(The smallest data value is 21, so this should be valid.) 
Press OK

Get error dialog: The coordinate origin is less/greater than the
                  minimum/maximum value.

The maximum data value is 198; I am able to change Y axis maximum
scale to 198.
