When you install a new dictionary as an extension in OO 3 you need to restart 
OO including shutting down the quick launcher which most users wont think about 
closing when they try to restart OO to get the dictionary to work.

Also you get no notification that it is required to restart OO for the 
dictionary to be installed which is highly confusing to the user.

It is no defect. Since that is how it is currently used to be.
However we could probably improve here. Changing the type to task should be the
proper thing to do.

Changing type, target and owner.
