Importing the linked rtf document below results in what appears to be improper
character encoding. WordPad under Windows is able to display the file correctly.

Oh yea I forgot verified on official OOo 3.0.1

Reopening, issue 81706 is fixed in 3.1, this one not.

MRU->HBRINKM: the text from the second paragraph on will be imported as wrong
characters even when the system settings are "Russian".

Please see issue 68639 that tried to introduce some encoding fallback for rtf
documents.
