We normally require all committers to commit files via an ssh2 tunnel.
Recently--I don't know when this behavior began--the tunnel has not worked and
committers are able to commit *without* first tunneling. 

Please file the issue with ops to rectify this situation. CC me on the PCN issue.

1) file pcn internally w/ ops to resolve this problem
2) update and/or close this IZ when the pcn has been updated

the internal PCN has been marked updated. The cvs server rules have
been updated.

For technical reasons we have to move the issue to another subcomponent tan 'www'.
