As far as I can determine from my locale files, only Canada, USA, and Puerto Rico use letter-sized paper. Of these, only Canada uses metric measurement. However, Canada uses inches for margins, etc. If we set LC_MEASUREMENT to Imperial, this solves our problem with our office suite, but it messes up all our other applications. For example, weather is now in degrees Fahrenheit. Setting the page units based upon LC_PAPER instead of LC_MEASUREMENT would solve this problem which all Canadians share. It is also more logical and consistent to measure A4 paper in metric and 8-1/2" x 11" US-letter paper in Imperial.

There's no quick-fix solution. For one, OOo doesn't merge locale data from different LC_* variables yet (your remark that setting LC_MEASUREMENT solved your problem actually leaves me puzzled, are you sure you're using an OpenOffice.org release?). Second, if it did we'd have to implement a measurement override for paper measurements in various places. I'm not even convinced that users would like the behavior, because LC_PAPER actually says nothing about the measurement representation to be used, and if not acquainted with the imperial measurement those inch sizes may just create confusion. Anyway, I'm reassigning this issue to requirements. The user experience team (UX) would certainly have to comment as well.
