Reproduction:

1. Create a Writer document and insert a picture.
2. Select the picture (if it is not selected automatically)
3. Select "Insert --> picture --> from file"
4. The dialog of the selected picture appears instead of the file selection.

This behavior is definitely wrong.

I added another enhancement-issue (issue 101706) which described the
inconsistent behavior in OpenOffice.org when inserting a picture.
