When expanding a selection, the cursor should stay at the starting cell, instead
of moving with the tip of the selection.  This is especially important for power
users who navigate cells via key strokes.  For them, place the cursor at the end
of the selection is wrong.

At the risk of stating the obvious: The current behavior is fully intentional.

@kpalagin: I'd love to, but unfortunately it's not up to me to decide.  You need
to convince the project lead.
