1) Minimize all calc windows
2) Try to open locked by another user file
3) Warning dialog window doesn't appear on screen until we restore or maximize 
calc
So, user have no visible reaction and tries to open the file again and again.

In step 2 you need to use file manager to open file - dialog gets hidden 
behind it - not a good user experience.
Also in Writer, so component UI.

All OOo windows and dialogs are mostly opened behind other windows - so this is
not only a usability problem with locked or password protected files.

Is there a chance to get a target milestone for this?
Maybe the assignee of this issue is false since this is not only a Calc problem?
