If I am not mistaken you can apply width of numbering only to existing text, not before you enter any text. Maybe it is a feature request and not a bug. However, you can actually change the settings before choosing the text tool and the new settings will be used. It is only true before saving the doc since after reloading the settings are back to the default. In addition, the default settings are wrong since text:min-label-width is set to 0 for level 1, resulting in an absence of space between the bullet and the text. Reproducible. Reassigned.
