I am going through chapter 15 of the OOo 3 Writer Guide. On page 16 it tells me
to select Tools>Options>...   I could not find an Options selection.  I tried
customizing the menu but did not find Tools>Options>OpenOffice.org.  Is there
somewhere else I should be looking?

To better conform to Apple's Human Interface Guidelines the Tools->Options has been moved 
to OpenOffice.org->Preferences (issue 97142). So the OOo3 Writer Guide should be updated 
for this.

The OOo3 Writer Guide should be adapted to mention this pecularity on the Aqua port.

So the CWS macmenusquit changed several UI relevant items for Mac OS X aqua.
Why did no one think of sending this information to Help authors and manual authors?
-  Remove File - Exit.
-  Remove Help - About.
-  Remove Tools - Options.
At least the last item is mentioned several thousand times in all Help files and
manuals and FAQs and How-Tos etc. 
Changing all Help files will lead to heavy translation efforts and costs.
