I checked with "Ooo 3.1.0 WIN XP multilingual version German UI activated [OOO310m11 (Build 9399)]" and can confirm the reported inconsistency. But may be it's a feature and not a bug that cell protection is excluded from conditional formatting? Can't decide that. Additionally 'Font / Language' will not be modified by 'Conditional Formatting'. As given in description.
