Follow-up of issue 99140 new conversion factors for CONVERT_ADD.

Unfortunately ODFF omitted the SI prefixes for the following units: "ang",
"ang3", "m/h", "m/hr" and as such they are not implemented in OOo. Earlier OOo
releases knew SI prefixes for "ang", "ang3" and "m/h" ("m/hr" was not supported).
