When dragging a worksheet to another location, at the time of dragging its
content start scrolling if I mistakenly move the mouse over the cells !!?

1- open the attached file
2- select sheet1 , and start dragging it after the  sheet5
3 at the time of dragging, move the mouse a little bit upwards over the cells
4- you will notice that the sheet begins to scroll

I was able to recreate this bug in OpenOffice 4.0.1 Calc Build:9714 Rev. 1524958 running on Windows 8.1.

This bug becomes more of an issue as a document grows in size. Having the document sporadically jolt about interrupts workflow significantly. The software should lock the view when the document is in a transitional state.
