I'm able to reproduce the issue with the following step by step process. It's
only reproducible on OpenSolaris

Please follow the steps:

1 - set locale to FR_CH.ISO8859-1 (de_CH.ISO8859-1 should also show it)
2 - load OOo 3.x (deactivate use OpenOffice.org Dialogs)
2 - Create the same directory => Genève
3 - Create a file in this directory => momo.txt
4 - Open this file from OOo with file-open
5-  Close it
6 - Press Ctrl-o or select file-open menu

Within UTF-8 locale this is not an issue. It is OpenSolaris releated because the
Gnome file picker on OpenSolaris opens the last used directory.

For me the problem was also reproducible on Solaris 10 machine. There was no
error, but the file open dialog has opened the program folder of the office
installation ( instead of the folder with the special character ).
Fixed.

Verified again with a new build = ok
