cleanup configure as the build system no longer supports 4nt

I built about half of OOo320_m1 subprojects, and migration to bash has not been
so dangerous as expected in the first thoughts.

I had to prepend cmd.exe to run some rexx scripts used to cleanup def files and
create 8.3 names for dlls, and add other minor changes.
