Certain tooltipsm such as the tip displayed on the current page when scrolling
with the mouse wheel are a distraction, e.g. obscuring the text when scanning
through the document. Deselecting tooltips in the options dialog fixes the
problem but then no useful tips are displayed, such as button tips. It does not
seem unreasonable to separate the two so that basic tips can be preserved while
disabling larger, more intrusive tips are disabled.
