Help text 'To import data from a *.csv or *.txt file, choose File - Open and
then select the Files of type "Text CSV"' is wrong, that will open a separate
document.

Correct text should be: 
'To import data from a *.csv or *.txt file, choose Insert - Sheet from file ...
and then select the files of type "Text CSV"'. 

That isn't really the same as "Insert - External Data", but the only existing
workaroung, pls see "Issue 91607 / comments from fst Wed Sep 17 16:26:02 +0000 2008"
