this issue is to split issue 95011 which mention this behaviour, but I do not
want to mix 2 issues into one anymore.

My logs show me, that the update feed is requested every hour while OOo is running.
(update feed host is configured in program/versionrc:
ExtensionUpdateURL=http://updateext.services.openoffice.org/ProductUpdateService/check.Update
)
It would suffer to check for updates of extensions once every day, or to bind it
to the request timing of the OOo update feed request, that is defined in
tools->options->staroffice->online update

As we see the consequences for the infrastructure we have to consider P2 fo rth
eissue, if it can be confirmed. The idea was that the extension update follows
the settings for the application online update.

Check for extension updates will only occur in the time intervals specified in
tools / options / online update regardless a failure of the office update check.
I've increased the retry interval for the office update, too, to reduce the
server load.

verified in CWS dv17 on linux: hourly extension request on error of Oo update
feed is gone.
