Either ....

Improve the process to generate the *.tree files in helpcontent2 . Main
construction site:
helpcontent2/helpers/update_tree.pl and helpcontent2/source/auxillary/makefile.mk

or

Invent a new concept how to show the localized tabs in the helpsystem without
doing insanse stuff like parsing merged xhp and localize.sdf files to build the
*.tree structure.
