OOo Base until 3.2 contans HSQLDB 1.8.x version of database engine, the error
codes were translated inside OOo project.

OOo base 3.3 will contain HSQLDB 2.0 version, the test version can be found in
CWS hsqldb19.

Now HSQLDB project decides that error codes for HSQLDB 2.0 they will handle in
their svn repo, see URL.

The Spanish translation is in their svn repo, now.

The error codes translation could be moved to HSQLDB.

Not an i18n locale data issue, but localization.

@oj: reassigning to you. Don't know how error messages localized by HSQLDB could
be pulled in.

AOO 4.x use still HSQL 1.8 engine.
