Reproduced this issue on OOo-dev 3.4.0 (DEV300m106 Build: 9582).

OS: Windows Vista Home Premium - SP 2 - 32bit

There appears to be 2 different places where Header or Footer settings can be set:
1) For the "Slide", the "Date and Time" and "Footer" can be specified
2) For the "Notes and Handouts", the "Header", "Date and Time" and "Footer" Can be specified.

- This bug appears to affect both of these input sets, though slightly differently (See "Confusing Behaviour" below)

Slide "Date and Time" and "Footer" Reproduction Scenario:
1) Open Impress
2) Create New Empty Presentation
3) Choose "Insert"->"Slide"
4) Choose "View"->"Header and Footer"
5) Enter text in the "Slide"->"Date and Time"->"Fixed" field (Example text: AAAAA)
6) Enter text in the "Slide"->"Footer Text" field (Example text: BBBBB)
* Click "Apply to All"

Problem:
- At this point, the "Header and Footer" dialog box has closed, and the display shows the currently-selected slide
- The currently selected slide does NOT include the Date and/or Footer text

Expected:
- The newly entered Date and Footer text should appear on the slide.

Additional Notes:
- Selecting to the other slide shows that the Date/Footer text exists.
- Selecting back to the original slide (after selecting the "other" slide) shows the Date/Footer text.

Customer Impact:
- This could adversely affect the user experience, because it gives the misleading impression that the header/footer changes have not been applied to the current slide.
- This is a deviation from the Microsoft Powerpoint behaviour, and thus likely to be undesired.

Notes and Handouts Reproduction Scenario:
1) Create a new Presentation
2) Create a 2nd slide
3) Choose "View->Notes Page"
4) Choose "View->Header and Footer"
5) Choose "Notes and Handouts"
6) Fill in text in "Header Text" and "Footer Text" fields (example text: "AAAAAA" and "BBBBBB")
7) Choose "Apply to All"
** Notice that the header/footer text doesn't appear on the current slide displayed.
8) Choose a different slide
** Notice that the header/footer text DOES appear on the current slide displayed.

Confusing behaviour:
- Moving between Notes/Handout/Outline/Normal and back doesn't cause the Notes' Header and Footer to be updated. Only moving to a new slide or "Slide Sorter" appears to cause the header/footer to be rendered on the current slide.
- Moving to/from "Normal" and back DOES cause the Slide's Footer/date to be updated.
- Performing a "Slideshow" shows the correct header/footer, but when the slideshow completes, and we return to the "Normal" page, the previous header/footer are still displayed on the Slide.

Comparison with Microsoft Powerpoint 2003:
- Using The same scenarios in Powerpoint, the displayed Slide is updated *immediately* with the header/footer changes desired.

Additional Follow-Up Tests desired:
- Test different combinations of setting visible the "Date and Time", "Header" and "Footer" fields, to see if it has a particular minimum field requirements.

Environment:
Windows 7
OOo-dev 3.4.0 build 9582

I was able to reproduce this bug, however I can extend it to say that the document appears to just fail to update the slides on screen (GUI) until something else is modified after applying a header/footer.

Reproduce Procedure:
1. OpenOffice Impress is started.
2. View > Header and Footer...
3. Set footer text to "footer"
4. Apply

>>At this point the footer does not appear on the slides as is expected.

5. Any of the behaviors below will cause the footer to appear:

5a. File > Print... : The footer appears in the print preview but if you hit 'cancel', the footer still doesn't appear on the slide until you try one of these other "5x." procedures
5b. Add another component: I added a shape (diamond) and the footer appeared
5c. Remove another component: I tried removing one of the text boxes that are in the initial template and the footer appeared.
5d. Edit another component: I changed the text in a text box and the footer appeared.

NOTE:
After you get the header/footer to appear on the slides, 'undo' will not remove the header/footer from the screen until one of the 5b-5d reproduction steps are conducted, OR you can just 'undo' one more time to remove a previously added component (similar to step 5c)

I think this is a duplicate of 102101 and/or 106616. (I think those two are probably dupes of each other.)
