In some cases the settings in the "Group Header" settings will force a wrong
"New Page"

1) If you have a "Report Header" and set the first "Group Header"
   to "Repeat Section = YES" a wrong "New Page" will come.

2) If you have two "Group Header" and set the first "Group Header"
   to "Repeat Section = No" and the second "Group Header" to
   "Repeat Section = YES".

To see what i mean open attached database
- go to "Reports"
- run "Report1_work..."
=> notice "Report Header" is on the same page as the "Group Header"
=> notice "Report Footer" is after the last "detail data"

- run "Report1_dont_work..."
=> notice "Report Header" is after the "Page Header" alone on the 
   first page, the "Group Header" begins on the second page.
=> notice "Report Footer" is on a "New Page" after the last
   "detail data"

- run "Report2_work..."
=> notice "Group HeaderI" is on the same page as the "Group Header2"

- run "Report2_dont_work..."
=> notice "Group Header1" is after the "Page Header" alone on the 
   first page, the "Group Header2" begins on the second page.

I checked with OOO3.2.0m9 and SRB 1.2.0m8 and 3.1.1

I can confirm it on linux, with OOo 3.2RC2 (SRB 1.2 beta m8)and 3.1.1 (SRB 1.1.0).
