This is an usability issue

Scenario:
1) Have your windows explorer open.
2) Open a file with macro so that macro execution security dialog pops up. Do
not confirm macro execution. Leave dialog open.
3) back to windows explorer (so that it hides the window with the file with
macro), click on another ODF file in the windows explorer to open it

Results
The file does not open, task bar does not show that user intervention is required.

On confirming the macro execution dialog of the previous file, all subsequent
actions are performed at once.

Funny / Weird situations generated: 

Is user is not aware (for some reason) on the pending action, he will retry the
subsequent actions, and that creates confusion and can stress the operating system.

It is relatively easy for a "stressed" user to open several files and thus have
a confirmation dialog hidden by many other windows. Note that a confirmation
dialog apears after the file is loaded which can take several seconds to open.

On "releasing" the hanging dialog, user can experience unwanted results as for
example, several files being opened at once.

Recomended action:

Taking "the other suite" as an example, a new file opened thru the windows
explorer pops a message box indicating that another window requires user
intervention, before the current action takes place.
