This problem only affects lists made with the toolbar buttons. If you number the items by applying a list style, e.g. "Numbering 1" under the "List Styles" category, then following the steps you describe works as expected. This is because each list created by toolbar buttons is numbered distinctly, whereas all lists using the same list style will be numbered as one sequence unless the user manually restarts it. You can see the two distinct lists in your result document if you click in the page margin to the left of item 1: the labels 1, 2, 3, 4 and 5 are highlighted; the other two are not--they belong to a different list. I believe the underlying situation here is covered by Issue 69459, which would change the toolbar buttons to apply a named list style.
