When clicking on the font color icon nothing happens.
It should either apply last color used (like ooWriter) or open the color
menu/palette (like ooCalc background color icon).
The drop down arrow works fine.

It may be, for fuller functionality, the icon should apply last color and let
the drop down arrow open the color palette or for (Ergonomic / Accessibility)
reasons have the icon open the color palette.

Why do you say that color palette icon is non-functional ? It works well, and,
AFAIK, as designed. But not as you want. So for me it is not a defect.

I confirm Tracey's report: it is a defect, indeed, but the title of this issue
is a little bit misleading (should be something like "font color icon doesn't
behave as expected").
The font color icon is a two part icon: one for the icon itself, and one for the
triangle that calls the palette.
If you click on the icon itself, nothing happens: this can't be as designed.
So whether you have a one part icon, that calls the palette (just like
Background color) - that's limited functionnality, but at least it's logical ; 
or you have a two part icon, that works just like in Writer (and that would be
nice).

Just for my understanding: What is the color palette icon supposed to do and
what does it do?

I may be missing something, but nothing "appears" to happen when I click on the
icon (which is why I chose the subject as stated).
I can understand that just because I cannot (visibly/noticeably) "see" something
happening does not mean that nothing is happening.
The drop down arrow does reveal the color palette (which is what it is suppose
to do and what I (visibly/noticeably) "see" it do).

Confirmed on Rev. 1507307 Win 7.
Need to cancel separation in icon between A and drop down arrow.
