Hello,

Just tested with OOo 3.3.0(buid 9478) and the issue seems to be exist.

Here's how to reproduce:

1. 	Open Impress with a new or existing presentation.
2.	From the Insert menu, select Table.
3.	Add any number of rows and columns  to the table.
4.      select on any cell and right click on the cell and then select "Edit Style".
5.	Instead of adding table in the Normal menu , select "Notes" tab and    
insert table ,right click on any of the cell and select "Edit Style" 	

Effect observed:  we are able to see the edit style pop menu when we are in
"Notes Mode" but not in "Normal Menu".

System Configuration 

Windows Vista, 4GB Ram , Intel Processor 2.40Ghz

Reproducible. But sometimes I cannot get the styles dialog in notes view either.
It seems important to have a certain follow up of inserting a table and calling
the dialog or calling it with already existing table.

Here is my update on this issue

I did find this issue when i created a new table.
 
Actually this dialog box appears in both modes but depends on the position of 
the cursor and selecting the point  on the table before we right click and 
select the edit style option.

If  you are not getting the dialog box by the procedure mentioned above.

Do follow these steps

1)Consider default size of table(2*5)
2)Don't click in the cell ( I mean there should not be any cursor seen in the 
cell but u have to select the table)
3) Now move your  pointer to median line between the two rows you should see the  
the cursor changes  now right click it. It appears.(Remember this happens only 
when i call from different context menu,see Screenshot for reference) 
4) I did by  selecting column median line and  the dialog box appears  too but 
you should be aware that you are not selecting(highlight) the cell.
 
I did try adding rows and select the edit style option but failed to see the 
edit dialog box. This I have done selecting the cell.(i.e Cursor is in the 
Cell).

Yes, I think there is a kind of inconsistency in the behavior of edit style 
dialog box.
