The update notification icon causes flickering of the application window.

When there is an update available, you get the update notification icon in the
menu bar on the top right corner of the application window. This icon
appears/disappears, if the window gets/looses the window focus. With the
notification icon the menu bar needs one pixel more of height, than it needs
without the notification icon. This means, that the menu bar becomes a different
size, when the application window gets/looses the focus. As a result the whole
application window flickers, when it gets/looses the focus.

Screenshot 1: There are two OOo application windows. The right one has the
focus. It shows the update notification icon. As soon as one clicks on the left
window, the update notification icon will disappear in the right window an will
appear in the left window. The menu bar in the right window will become smaller
by one pixel. This causes the window flicker. As well as the left window. The
menu bar in the left window will become bigger by one pixel. This causes the
window flicker as well.

Found this bug in OOo 3.1.1 and higher on Windows 2000.
