Edit > changes > record on/off toggle does not set the document's modified flag. 
When saved, the editing status reverts to the previously saved setting.  If I 
make an artificial document change (i.e. delete and retype a character) the 
record flag is properly saved with the file.

Recording mode is not a document setting. It doesn't change anything
at the document.

Nonetheless OpenOffice behaves as if it were.  It is possible to save 
the document with the flag on or off.  When the document reopens, the 
flag is still set as previously configured.  Personally I think it 
should be a document setting.  So if nothing else, file this issue as 
an enhancement request.  If the request is denied, then file it as a 
bug, because all documents should open with the flag in one state or 
the other.  Thanks for the trouble. M.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
