There are many old issues related to anchoring and wrapping objects in OOo.  Many 
of these issues are closed, but a reoccurring request that does not seem to be 
addressed elsewhere is the need to a user-defined default settings for adding 
objects in OOo.  Differing users desire, for example, to anchor objects to 
paragraph or character or page.  OOo allows users to assign these settings but the 
default is "to paragraph."  Could this not easily be added to the "Tools>Options" 
menu for OOo?
