It is not possible to vote on Issue 45128 because it is in the specs component.
There are no reasons why it should not be possible to vote on such an issue.
Issue 45128 is a problem with OpenOffice.org like any other one.

(AFAIK, it was possible to vote on this issue in the past, but this feature
disappeared when the issue was reassigned to specs.)

I moved the issue to a component looking more appropriate to me. This allows voting.
