Both open-phrase and mediawiki-zhconverter are released in GPL.

The open-phrase project is in http://code.google.com/p/open-phrase/ 
This project provide Chinese phrase  for IBus and SCIM-Python projects. Traditional/Simplified contrast data is include in  r1320 
and r1321:

It's great for Chinese converting!
