For build technical reasons (issue 112688) the mapping ca-XV to MS-LangID had to
be changed to deliver a unique MS-LangID again. Find a solution that ca-XV is
valid for UI purposes only but via work locale does not creep into document
content as XV is an ISO 3166 code for local use only.
glibc locale ca_ES@valencia should map to ca-XV for UI, but ca-ES for locale.
