Take the csv file http://gp5st.com/Orange.csv and import it into OO.org Calc.

Select all 3 columns (by clicking ABC for the column labels)

Click on "Chart Wizard"

Click on "XY (Scatter)"

Click on "Next"

Check "first column as label"

Click on "Next"

Click on "Next"

Give x and y axis labels and the chart a title

Click on "Finish"

When you mouse over the data point it will have a tool tip of "data point <row-1>, data series 1, value 
<x> <y>"

When you right click on the data series (a data point) and click on "Insert Data Labels" it inserts the <y> 
values.

To actually use the data labels in the first column, right click on the data series (a data point) and click 
"Format Data Labels".  Select "Show Category" and deselect "Show Value as Number"

Expected behavior would be for the data labels specified when creating the chart to be shown in the 
tool tip for each datapoint and be used as the default data label when being displayed.
