i developed a tool panel demo extension and i have noticed that the new tool
panel is not visible in a newly created draw documents. The task pane is empty
and sometimes even the task pane is not visible. Enabling the task pane via
"View -> Task Pane" the tool panel becomes visible. IT seems to be a problem in
the context of a draw document because i haven't noticed this effect in one of
the other applications.

steps to reproduce:
- install at least one extension which adds a tool panel to, say, Writer,
  and one to Draw
- open a new Writer doc
- switch on the Task Pane (View => Task Pane)
- close the Writer doc
- open a new Draw doc
=> an empty Task Pane is visible
- choose "View => Task Pane" (note that it is *not* checked
=> the "real" Task Pane opens
