In Calc (e.g; GO-OO 3.2.1 & LibreOffice 3.3 on Windows 7, GO-OO 3.2.1 on Windows XP, OOo 3.2 on Ubuntu Lucid Lemur) form controls that are anchored to cells when are not hidden when the rows containing the anchor cells are hidden. Instead the rows collapse, but the form elements remain and mask content in the remaining visible rows...

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

Form control not hidden when row is.
Form control is anchored to cell.
