The php processing instruction:
<?php
  my php code
?>

is not recognized by the editor an is converted into text. So the above becomes:
<P>&lt;?php my php code ?&gt;</P>

which is quite undesirable. The HTML 4.01 spec states processing instrcution
should be ignored by user agents.. I suppose the same is true for an HTML editor.

Please try using the latest OOo 1.1 Rc5, 
Your version already old enough, and many bug fixes since your version 
and 1.1 RC5. If the problem still happend in 1.1 RC5 please report back
