20000 rows as HTML table

By importing a document (a HTML file named as .XLS or .HTML) with lots (more than 15000) of rows, OpenOffice Calc truncates data without showing any error or warning.

The issue can be reproduced by importing attached file into calc. On my machine it imports just 13635 of the 20000 rows.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

I was able to reproduce this issue. I tried importing the attached file in calc and found the same issue, only 13635 rows of the 20000 were imported. 

Out of curiosity, I also tried this by creating a .htm file in excel with one column of 20000 rows. This opened in OpenOffice Calc and showed all 20000 rows.

Could this be a problem due to the amount of data?

As given in description. Opens OK in Excel 2007.
