Since RTF export uses the ww8 code, there is a problem when Writer wants to provide clipboard content in RTF format. Clipboard documents don't have a DocShell, so some content gets lost.

Why on earth don't we have a DocShell *always*?

To reproduce, paste Writer clipboard content as RTF.

The severity of this issue depends on whether it causes the new rtf export to not export anything that the old one could export.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
