This is mainly an accessibility issue.

I use the OOO330m20 build 9567 french localised version with Windows OS.
(I hope I choose the rigth "version" in the above list)

In this version of the writer application, while editing, there is no more keyboard shortcut in the contextual menu for the "case" item.

Furthermore, the shortcut available in the previous version I used ("c") is now associated for "Couper" (=cut) which has its own direct keyboard shortcut (the well known [Ctrl]+[X]).

I don't know if this is effectively an application issue, or a localisation issue, but I just tried to declare this issue as a french's one instead of a writer's one, and I didn't find the OOO version I use in the choices given by the listbox (or perhaps I missed it)... so I declare it this way.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

Does this refer to "Modfier la casse" in the French context menu? That item is called "Case/Characters" in Apache OpenOffice 4.0; in the English version, this does not have a shortcut either, so it maybe unrelated to localistion. (In the French UI of LibreOffice, the shortcuts is the letter M. In LibreOffice's English UI, the menu item is called "Change Case", with the first C as keyboard shortcut.)
