the used neon library is under LGPL and we can't use it anymore.

The neon has to be removed and the missing functionality has to be replaced later on, see 118569.

This issue should cover the removal of the neon library and disabling the built of the depending WebDAV UCP. The WebDAV UCP can be still built with a system version of neon but the default is to disable it.

solved, http://svn.apache.org/viewvc?rev=1201696&view=rev

fixed, first part to simply remove the license incompatible LGPL libneon. Second part is to work on a replacement, see 118569
