In the attached file, 
1) position the cursor at "1aaa..." and with shift+tab move the first list to left: the second list will also move.

2) Now, separate the two lists with "Nummerierung neu beginnen" on the second list.

If you repeat the above 1), the second list still keeps moving with the first.

=> the separation does not work.

I was able to successfully recreate this bug on OOo-dev 3.4.0 DEV300m106 (Build:9582).

I created this with numbered lists. Steps are the same. See attachment "Recreated bug"

1) Create a paragraph
2) Create a list
4) Create a second item in the list
5) Create a third item in the list
6) Move cursor to the End of the line in the second item
7) Press enter twice to create a new paragraph and separate the list
8) Return to the beginning of the first item in the first list
9) Promote or demote this item.

Expected Result:
Creating a new paragraph in the middle of the list appears to separate the lists. Promoting the first list - seemingly a separate list - should not affect the second.

Actual Result:
The second list is moved left and right as the first list is promoted and demoted.

Configuration Note: Tom Bedran's comment was based on a VISTA platform (Compaq). I just replicated the original report and Bedran's document's problems on a Windows 7 system (dell laptop, 1920x1200 dual displays).

Neither inserting an unnumbered paragraph nor restarting numbering divides the list. If you use an anonymous list, you can mark the items, which should go to a separate list, remove the property 'list' and apply the property 'list' again. If you use a named list (by applying a list style) then mark the items and apply a different list style.

Using separate parts of the document as items in one and the same list is a special feature of Writer. For example in HTML this is not possible.

Having an one click way for dividing one list into two lists would be a feature request for the UI. A more precise description of the current behavior in the help might be needed in addition.

I do not consider the list definitions as a bug, but the handling can be improved.

I agree with comment 4 and I think it would suffice, that the use of "restarting numbering" really separates it into two lists.
